David Spiteri Gingell (Chair) is an Adviser on pension and social security reform within the Ministry for the Family and Social Solidarity. He was the chair of the 2004 and 2010 Pension Working Groups respectively. In 2013 he was appointed a member of the Pension Strategy Group. David has worked in the public and private sector and overseas where-in he held senior positions.
Pauline Vella has extensive experience in senior management roles in multinational organisations. She is focused on serving the comprehensive needs of the business cycle and has strong networking and communication skills. With her vast experience in organisation development, Pauline has worked effectively in team environments and has always proved to add value to any project she participated in.
Godwin Mifsud is an economist and was appointed as Director General of the Economic Policy Department within the Ministry for Finance in November 2015. Prior to that he served within the Economic Policy Department in various positions, including as Director responsible for Structural Economic Research since 2011. He is presently Malta’s delegate on the Economic Policy Committee (EPC) and prior to that he was a member of the EPC Ageing Working Group, contributing directly to its keynote publication, the Ageing Report. Over the years, Godwin has provided technical input to the pension reform process and recently served as a member of the Pensions Strategy Group that advised the Government of Malta on the pension reforms implemented in 2016. He is also a visiting academic at the University of Malta. Godwin holds post-graduate degrees in Economics and Public Policy from the University of Essex (UK) and the University of Malta, respectively.
Grazio Barbara is Director General (Social Security) of the Department of Social Security within the Ministry for the Family and Social Solidarity. Grazio joined the Department of Social Security in August 1979 as a Clerk and has since occupied various positions throughout his career progression within the same Department. Formed part of the core team in having the short term benefits computerised and awarded the Merit Award of the Government of Malta for same accomplishment.
Iris Camilleri Mifsud started her working experience in the banking sector. She later moved on to the service sector mainly mobile telephony and gaming. With a successful track record of over 25 years in different managerial positions, she was instrumental in compiling and delivering in-house lectures to the comapny’s 200 lotto receivers covering also the Corporate Social Responsibility function of the gaming industry. Whilst at the mobile telephony sector, she was also pioneer in introducing the ‘ direct debit concept’ which was an initial success with 55% of clients accepting new payment method upon launch. During her working experience she continued furthering her studies and graduated in Economics from the University of London and read for an MBA at Brunel University in conjunction with Henley University. Iris is a part-time lecturer and serves as director on various Boards. Till recently she chaired also the Fostering Board in the Ministry of Family and Social Solidarity where at present she is also employed as advisor to the Permanent Secretary.
Ivan Grech is Head of Business Development at FinanceMalta, the promotional arm of the financial services industry in Malta. Ivan has held various marketing management roles for more than twenty years within the private sector, and has gained experience in diverse industry sectors ranging from FMCG, private healthcare and the automotive business.
Vanessa Cauchi is Secretary to Permanent Secretary and Projects Officer in the Office of the Permanent Secretary within the Ministry for the Family and Social Solidarity. She obtained her BA (Hons) Degree in Sociology in 2013 from the Univeristy of Malta. Vanessa was in January 2014 assigned as Secretary to Permanent Secretary and Projects officer within the Office of the Permanent Secretary within the Ministry for the Family and Social Solidarity. In 2015, Vanessa was appointed as Executive Scretary to the Pensions Strategy Group in 2015. In October 2015 she was supported as Secretary to the Commission for Retirement Income and Financial Literacy.
